Scott Bain

Scott Bain

Scott Bain is the CEO of VLSI. Scott is a seasoned executive with over 20 years of experience in litigation, technology transactions, corporate governance, and strategic leadership. Before joining VLSI, Scott was a partner at a law firm, served as an Administrative Patent Judge, and was a Vice President at a major trade association. He has led high-stakes litigation and negotiated numerous multi-million-dollar licensing agreements with top global technology companies, driving revenue and strategic advantages for his clients. His efforts have contributed to landmark outcomes, including a nine-figure patent settlement on early mobile device technology. An experienced policy advocate, Scott has played a significant role in advancing legislative reforms on technology regulation, antipiracy, and innovation, including the America Invents Act. He has held leadership roles within the American Bar Association, taught as an adjunct professor, and clerked for the U.S. Court of Appeals for the Federal Circuit. Scott earned a Bachelor of Electrical Engineering from the University of Minnesota, a JD from California Berkeley School of Law, and an MBA from Northwestern University Kellogg School of Management.

Cindy Simpson, Ph.D.

Cindy is a process engineer with more than nineteen years of intellectual property licensing experience. Over the course of the last three decades, Cindy has developed multiple levels of expertise within the semiconductor processing industry. In the early part of her career, Cindy served in engineering and research and development roles at major semiconductor technology companies such as IBM and Motorola. Cindy then transitioned to intellectual property licensing and consulting, gaining expertise in defensive and offensive licensing, with a focus on metallization, CMP, dielectrics, and other backend processes. Over the course of her career, she has negotiated licenses with many of the top 25 semiconductor manufacturers. Cindy joined VLSI Technology LLC as the Chief Technology Officer in 2020.
Michael Stolarski

Michael Stolarski

Over the past four decades, Mike has focused his practice on Intellectual Property litigation, licensing and counseling, with extensive experience in the semiconductor, telecommunications, and consumer electronics industries. Mike spent over 20 years at Motorola leading its Intellectual Property Litigation and Licensing teams. Mike has a wealth of experience litigating high stakes Intellectual Property issues and establishing IP licensing programs for his clients, and has negotiated hundreds of license agreements which resulted in significant revenues for his clients. Mike, who became CEO of VLSI in 2016, continues with the company as a special advisor and a member of the Board of Directors.
